After a recent KDE update I noticed a massive jump in %CPU due to kwin to 30% - 40%. Should you notice something similar there's no need to panic and completely disable desktop effects as many seem to recommend. Just go into System Settings > Desktop Effects > /All Effects\ and cancel the "Blur" effect, then go to the /Advanced\ tab and disable VSync this will reduce your %CPU to just a few %.
